LABOUR MIGRATION/MIGRATION & DEVELOPMENT SEMINAR AFRICAN CAPACITY-BUILDING CENTRE; MOSHI, TANZANIA; 25 – 28 JUNE, 2013

IOM/ACBC is Collaboration with IOM Regional Office - Pretoria held a Seminar on Labour Migration /Migration & Development in Moshi.

The objectives of this four-day seminar were to deepen the knowledge and sharpen the skills of IOM focal points on labour migration/migration and development in Sub-Saharan Africa in order to facilitate the development of regional proposals and programmes within this thematic area.

It was a wonderful learning experience that combined presentations and discussions on different sub-thematic areas pertaining to labour migration/migration and development in order to impart knowledge and share experiences, interactive discussions and hands-on group work and group presentations on project development in order to further develop and refine skills, and networking among LM/M&D focal points from IOM missions across the sub-regions of West, Central, East, and Southern Africa in order to stimulate greater collaboration and identify common themes and opportunities in various countries for the design and development of additional regional programmatic interventions in the coming months.

On 7 June 2013 a meeting was held between IOM and Trademark on the OSBP on the following matters:
  •       The new OSBP and the Immigration department’s move to the new building, 
  •     The OSBP Bill and the actualization of the bill-Currently in front of the EA Parliament-EALA
  • ·       Trademark / IOM conference on OSBP
  • Inspection of the OSBP and the detention facilities.

Training on Counter Human Trafficking and Migrant smuggling identification with a focus on identification at BCPs and Airports, Blue Mercury hotel and conference centre, Erbil, Kurdistan, Iraq.


   On May 2013 ACBC Regional Technical Specialist, Marcellino Ramkishun, attended and delivered a training on Counter Human Trafficking and Migrant Smuggling.
 IOM Iraq in accordance with their project hosted this training for the immigration department of the international airports of Erbil and Suleimania.
·       The training focused on the following topics :
HT – General briefing and current situation
Investigative options –Counter human trafficking approaches
Types of related Intelligence and the importance of migrants and smugglers in the intelligence cycle.
CT legislation.
Profiling potential HT operations/situations and VoT’s.

Regional training in Migrant Smuggling Dakar Senegal


On March 16, 2013 ACBC Regional Technical Specialist , Livia Styp-Rekowska attended and delivered a training on Border Management
·       This training focused on migrant smuggling, from the perspective of law enforcement (IBM) and protection (MAD); it was co-facilitated by Laura Lungarotti (MAD), with guest speakers from UNICEF and UNHCR, and ACBC
·       The IBM session focused on: general introduction to integrated border management, general introduction to migrant smuggling (definitions, legal framework) and best practices (including international cooperation)
·       The IBM section contained several group work sessions, including one dedicated to drafting the workshop recommendations (kindly refer to the annex) 
·       Philippe Duporge (CRASAC) and Jean Baile (attache to the Ivorian Ministry of Interior), as well as representatives of the Canadian embassy, participated in all the training sessions
